On snow shoes!
Snowshoeing is a great form of cross training for the winter (I mean provided that there is actually enough snow on the ground). It mimics the intensity of hill workouts, has a low injury rate (it puts much less wear and tear on your body compared to running), and requires minimal equipment (and snow shoes can last for many years... wahooo).
